Psilocybin Laws in Oregon
Oregon became the first state in the United States to legalize psilocybin therapy when voters passed Measure 109 in November 2020. Licensed psilocybin service centers began operating in early 2023, making Oregon the first state where adults can legally access supervised psilocybin experiences without a medical diagnosis.
Current Legal Status
Legal Therapeutic Program
Psilocybin is legal for supervised therapeutic use in Oregon through licensed service centers. Adults 21 and older may access psilocybin services at a licensed facility with a licensed facilitator. No medical diagnosis or prescription is required. Personal possession and cultivation outside licensed facilities remains illegal.



Key Legislation
Measure 109 (2020) — the Oregon Psilocybin Services Act — authorized the Oregon Health Authority (OHA) to license manufacturers, service centers, and facilitators. Rules were finalized in late 2022 and service centers began accepting clients in January 2023.
Therapeutic Programs
Oregon's program operates through licensed service centers. A session typically involves a preparation meeting, the psilocybin session itself (2–8 hours at the service center), and an optional integration session. As of 2026, approximately two-thirds of Oregon's licensed service centers remain operational — roughly one-third have closed due to high operating costs and slower-than-expected client demand.
Clinical Trials
Oregon Health & Science University (OHSU) has conducted psilocybin research. Check ClinicalTrials.gov for currently enrolling studies in the Portland area.
