Psilocybin Laws in Minnesota
Minnesota has active psilocybin reform legislation and has been among the more progressive midwestern states on drug policy. Minnesota legalized recreational cannabis in 2023 and psilocybin bills have advanced in the legislature.

Active Legislation
Psilocybin remains a Schedule I controlled substance under Minnesota law. A bill to establish a psilocybin therapeutic access program passed the Minnesota House in 2025 and is awaiting Senate action.



Key Legislation
HF 2908 (2024) proposed a licensed psilocybin therapy program — passed House Health Committee. HF 1014 (2025) revised version passed the full House; Senate companion bill SF 982 is in committee. **March 2026:** a bipartisan psilocybin pilot program bill advanced through its first committee with both Republican and DFL sponsors — a meaningful broadening of Minnesota's reform coalition. Minneapolis remains under city-level deprioritization for personal possession.
