Oregon Measure 109 Service Center Model
Oregon's first-in-nation state-licensed psilocybin service center framework — the only fully legal adult-use therapeutic psilocybin model in the United States.
The Problem
Prior to Oregon Measure 109, there was no legal pathway for adults to access psilocybin services in the United States outside of FDA-approved clinical trials. The underground market provided access but without safety regulation, trained oversight, or legal protection for participants or facilitators.
The Solution
Measure 109, passed in 2020, created a regulated market for psilocybin services administered by licensed facilitators in licensed service centers. Adults 21+ can receive psilocybin services without a medical diagnosis or prescription. Facilitators complete state-approved training programs. Service centers must meet physical and operational standards.
Legal Basis
Oregon Revised Statutes Chapter 475A (Psilocybin Services Act). Oregon Health Authority regulates the program. First service centers received licenses and began operating in 2023.
Risk Assessment
Participants: legal protection within the licensed framework; no arrest risk for participating in licensed sessions. Facilitators: must be licensed; operating without a license carries criminal penalties. Cost: $1,000-2,500+ per session makes access inequitable. Outside Oregon: no legal protection; this model does not apply in other states.
