Colorado Natural Medicine Health Act Framework
Colorado's Proposition 122 created a broader natural medicine framework that includes psilocybin alongside other plant medicines, with both licensed healing centers and personal-use provisions.
The Problem
Oregon's Measure 109 success created demand for other states to develop similar frameworks. Colorado advocates wanted a model that addressed Oregon's primary limitation: no provision for home cultivation or personal use outside licensed service centers.
The Solution
Colorado Proposition 122 (2022) created a tiered system: (1) Personal cultivation and sharing of limited amounts among adults 21+ without compensation, effective immediately; (2) Licensed 'healing centers' for facilitated sessions, similar to Oregon's model but potentially with broader natural medicine scope; (3) A Natural Medicine Advisory Board to oversee implementation and potentially add other substances over time.
Legal Basis
Colorado Revised Statutes Article 170 (Natural Medicine Health Act). Colorado Department of Revenue oversees regulation. Personal-use provisions effective 2023; healing centers began licensing in 2024.
